is it ok to remove the first bit of plastic induction which sits on the radiator on the 1.8 2000 model?

Yes, it's fine, although it does draw air from the leading edge of the bonnet area - if you "open up" the grille, you can get some cold air feed to it
It also contains a resonator, and acts as a reservoir of air for when you punch the throttle - so you can lose some of the instant response when you lose it...
