but can anyone tell how to paint " DOHC 16 VALVE and MAZDA" names?
thinking it will look better if the names have different color from the whole cover

You could either (once the main cover is painted) sand of the lettering and polish it or, hand paint them in the colour of your choice :D

The holes the spark plugs go through, do these need to be filled with little bits of newspaper to keep paint out of there? Or is it okay for that to happen?

It's better to fill these up, to prevent paint from sneaking into the head. And also prevent the boltholes from being filled up with paint. :)

Thank you, I will attempt this and post results! Think I might go for white and handpaint the Mazda and the DOHC 16-valve bits black.
